Nebraska Communities for Housing: NIFA’s Local Solution for Affordable Housing

Introduction: Solving Nebraska’s Affordable Housing Challenges

Nebraska faces increasing demand for affordable housing at the community level. The Nebraska Investment Finance Authority (NIFA) is meeting this challenge with Communities for Housing (C4H), a new statewide initiative supporting local housing development.

What Is Communities for Housing (C4H)?

C4H helps Nebraska communities overcome key affordable housing barriers such as workforce shortages, high construction costs, and limited development land. Through peer networking, hands-on technical assistance, and targeted grant funding, local organizations can access support tailored to their needs.

Key Benefits of C4H

  • Up to $10,000 per year (for three years) in grants for eligible Nebraska communities
  • Technical housing expertise and access to a statewide peer support network
  • Flexible, customizable support for each community’s planning and project stage

Meet the First Six Selected Communities

  • City of Bridgeport
  • Economic Development Council of Buffalo County
  • City of Plattsmouth
  • Seward County Housing Corporation
  • Southwest Nebraska Community Betterment Corp.
  • City of Superior

How C4H Works

Each participating Nebraska community forms a core project team led by a local group or municipality, attends peer learning sessions, and develops a housing plan with measurable milestones. A 1:1 local funding match ensures ongoing engagement and commitment to results.

Why Communities for Housing Matters

C4H offers more than just funding. It fosters partnerships, knowledge sharing, and action—empowering Nebraska leaders, organizations, and residents to collaborate for long-term housing solutions.

Hear from NIFA Leadership

“C4H isn’t just funding—it’s a statewide partnership to help Nebraska communities turn housing challenges into new homes,” says Shannon Harner, Executive Director of NIFA.
