Nebraska Investment Finance Authority Names Sara Tichota as Community Development Lending Manager

LINCOLN, Neb. — The Nebraska Investment Finance Authority (NIFA) announces that Sara Tichota has been named Community Development Lending Manager, effective March 1, 2026. In this newly created role, Tichota leads NIFA's multifamily lending pilot program and will develop new lending programs to expand NIFA's capacity in community development finance.

Tichota brings more than 30 years of affordable housing experience to the role, including positions with the Nebraska Department of Economic Development, Perry Reid Properties, and the Nebraska Housing Developers Association. She holds a degree from Doane University and has been part of the NIFA team since 2017 as LIHTC Allocation Manager.

LIHTC Team Leadership Transitions

With Tichota's move to the new position, NIFA has made two additional appointments within its Low Income Housing Tax Credit (LIHTC) Allocation team.

Pam Skinner has been named LIHTC Allocation Manager, effective June 1, 2026. Skinner previously served as Assistant Manager for the LIHTC Allocation team and brings direct program experience to the role.

Cassandra Stark has been appointed LIHTC Allocation Assistant Manager, effective June 15, 2026. Stark previously served as LIHTC Allocation Coordinator.

Together, these transitions reflect NIFA's commitment to developing leadership from within and maintaining continuity across its affordable housing programs.

Sara Tichota serves as Community Development Lending Manager for the Nebraska Investment Finance Authority. She has worked in the affordable housing industry for more than 30 years, holding positions as Housing Coordinator with the Nebraska Department of Economic Development, Director of Compliance with Perry Reid Properties, and Executive Director of the Nebraska Housing Developers Association. Tichota is a graduate of Doane University.
